Is it possible to run failed drivers without rebooting?

I am running Vista SP2.
If you have the answer for XP, answer anyway.

For example sometimes when I boot, my graphics tablet (Wacom Bamboo) driver crashes, and the only way, that I know, to get it running again is to reboot.

Is there a way that I can run this driver without rebooting?

If the driver has installed itself as a service you could simply click on the service and click on the ‘play’ button ‘>’. Services are usually found under administrative tools in the control panel. If not, I would grab the latest drivers (http://www.wacom.com/downloads/drivers.php) and reinstall.
